The Home Condition Report (HCR) was, until 18 July 2006, the heart of the then anticipated Home Information Pack (HIP). On that fateful day the Office of the Deputy Prime Minister reduced the status of the HCR within the HIP from a'compulsory document' to an 'authorised document'.
